This has been delayed as I have been
endeavouring to find out exactly what is the
present practice as regards leave of the
Governor's Private Secretary and Aide-de-Camp
and also to discover precedents. In neither
case have I been able to find out anything of
value. I understand, however, that Private
Secretary's leave is generally regulated in
the same manner as the Governor's, and a statement
of the practice as regards the Governor's leave
is in 18172 Eastern.
There is, of course, no objection to
the Governor granting such leave as he likes
to his Private Secretary and Aide de Camp, 80
long as it involves no expense to the Government.
In this case, however, the Governor is proposing
to provide for Acting salary.
What has happened in the past about
acting salary is not very clear. There is no
provision for it in the Estimates, although there
may have been supplementary votes. I think
before approving we ought to know exactly what
the present practice is, both as regards the
grant of leave and the payment of acting salary,
and obtain further details of these proposals,
that is, whether it is intended that the Private
their Secretary and Aide de Camp should take is leave while the Governor is in the Colony and, if so,
They why it should be thought necessary that he should
do so
